The Hillcreek Sanitary Sewer Neighborhood Improvement District (NID 22) low-pressure sewer that serves the Hillcreek Acres Subdivision since 2010, is at its functional limit and is unable to connect the remaining six unbuilt lots until further notice.
Current A-2 Zoning Map: The Irvin Farm property is outlined in Yellow; the City of Columbia park property is outlined in Green.
October 8, 2026 Local land developers have proposed rezoning the 180-acre Irvin farm properties from Zoning A-2 to much denser Zoning A-R to develop 130 residential lots (a preliminary number) with 22-foot wide roads, no sidewalks, no curb and gutter, and no street lighting. These residential lots would be sold over the years to come and built by various home builders as permitted by Boone County.
Boone County will require extending E Brook Valley Drive north through the proposed new development to W High Point Lane, connecting S Route N/Missouri N to S Hill Creek Road and W Route K, cutting through the rural residential neighborhoods of Oak Hill Estates, Hillcreek Acres (aka Hill Creek), and Cornell's Friendly Acres. Boone County will require this new road extension to be built to County road standards.
The sewer for this proposed new development would route east to the Brookfield Estates Waste Water Treatment Plant (60 billable units) and west to the relocated but not-yet-built South Route K Waste Water Treatment Plant (WWTP) (70 billable units). The new South Route K WWTP will have waste water treatment capacity for new sewer connections (billable units) in the W High Point Lane corridor and surrounding areas.
The City of Columbia is assembling over 200 acres of park property directly south of the proposed new development and extending west to parking area access on S Stanley Poe Road. This park land will preserve several stream valleys and surrounding ridges and will feature the new 80-acre Boone Horizon Trails Park with mountain biking and hiking trails donated by the Frank W. Morris Memorial Trust.
The surrounding property owners should attend any public hearings for rezoning requests to be held by the Boone County Planning & Zoning Commission to voice their concerns over permitting much denser residential development in the current A-2 zoning district, a designated Rural Preservation priority area of the sensitive Greater Bonne Femme Watershed, with its patchwork of water, sewer and septic systems; sparse and unimproved country roads; and limited travel routes to everyday essentials in town.
